Latvia released 72 Hours: What to do in Case of a Crisis in 2022, not long after Russia invaded Ukraine. It contains advice on making a "bug-out bag", distinguishing between Russian propaganda and Latvian news, calling for civil disobedience. A more extensive version in Latvian is available here.

Germany has so far taken the approach of trying to stimulate its people into thinking like preppers, rather than head-on confronting them with the grim prospect of war, in which respect Germany stops well short of the steps taken by Sweden, Lithuania and Latvia, but is still far ahead of the unhelpfully silent UK government. Their brochure is called Guide for Emergency Preparedness and Correct Action in Emergency Situations.
